How it works

  1. Scope & Job Analysis: We clarify success criteria for the role, review existing documentation, and interview SMEs to capture critical tasks, KSAs, and context. Output: a role profile and assessment plan grounded in real job demands.
  2. Blueprint & Item Bank: We translate the analysis into a defensible test blueprint (domains, weights, difficulty mix, formats). Then we draft and peer-review items (MCQ, situational, work sample) with clear scoring keys and bilingual options.
  3. Pilot & Validate: Items are trialled with a representative sample to check reliability, item difficulty/discrimination, and fairness. We remove or revise weak items, confirm cut-scores methodology, and document validity evidence.

Emrah Eren is a tenured Industrial Organizational (I/O) Consultant, with two decades of experience leading psychometric analyses, talent strategies, and competency development for organizations across the globe.

Emrah Eren is an expert in enterprise talent strategy, competency development, and organizational effectiveness, with extensive experience working with Fortune 100 companies, the Canadian public sector, and defence organizations.

He is the Founder & President of Duco Consulting Ltd., the parent company of Duco Media & Technology Solutions, Duco Analytics™, and Duco Talent, its newest business division focused on talent strategy and workforce transformation.

Emrah began his career as a Personnel Researcher at the Department of National Defence (DND) before spending 12 years as a defence contractor with Defence Research and Development Canada (DRDC). During this time, he authored over 150 reports on workforce analysis, competency development, and leadership strategy. He has also supported the Royal Canadian Mounted Police (RCMP) in defining role profiles and talent frameworks.

Beyond defence and government, Emrah has advised leading global enterprises on skills-based hiring, workforce capability models, and performance-driven HR transformation. His work has helped organizations align talent strategy with business objectives, enhance leadership pipelines, and future-proof workforce planning.

Emrah was a contributing member of the IEEE Standards Association and received a Certificate of Outstanding Contribution for his role in developing the IEEE Standard 1484.20.2™ - 2022 IEEE Recommended Practice for Defining Competencies. This work has shaped industry best practices in competency modeling and assessment methodologies.

Dr. Budgell has over 35 years of experience managing the promotion, development, and delivery of consulting services in the area of testing and assessment. He is recognized nationally and internationally as an expert in developing innovative assessment programs for licensure, certification, personnel selection, recruitment, and training. He actively conducts research on assessment methods and has contributed to the development of several documents on professional testing standards.

Currently, Glen provides strategic oversight of business operations and service delivery at Duco Talent. He has been Emrah’s business mentor for over a decade, during which they have collaborated to implement complex assessment solutions for multinational corporations in Canada and Saudi Arabia.

Prior to Duco Talent, Glen held a series of leadership positions in assessment and certification:

  • General Manager of Learning and Performance, Canadian Air Transport Security Authority (2003 – 2012)
    Directed the development and implementation of the national selection, training, and certification program for security screening officers in Canada, impacting approximately 6,000 individuals.
  • Director, Business Development (Testing and Assessment), NCS Pearson Canada (2001 – 2003)
    Led business development initiatives for NCS Pearson, a global provider of applications, services, and technologies for education, testing, and assessment.
  • President and CEO, Assessment Strategies Inc. (1997 – 2000)
    Directed competency analyses and the development of licensure and certification examinations for some of the largest health professions in Canada, including licensure exams for general and specialized nursing disciplines.
  • Director, Testing Division, Canadian Nurses Association (1991 – 1997)
    Managed the CNA Testing Division, responsible for the development and implementation of the largest Canadian licensure and certification programs in the health sector.

Throughout his career, Glen has designed, developed, and implemented numerous national and provincial licensure and certification programs. He has led hundreds of projects, serving as a manager or researcher in the field of testing and assessment.
